NAIA Expressway completed by yearend, DPWH says

The P17.9-billion Ninoy Aquino International Airport Expressway (NAIAX) will be fully operational before yearend, Public Works and Highways Secretary Mark Villar announced on Thursday.

“The whole system will be done by December,” Villar told reporters during the inspection of the 7.75-kilometer elevated expressway and 2.22-kilometer at-grade road project.

Seen to address traffic issues around the NAIA terminals, the project traverses Sales Avenue, Andrews Avenue, Parañaque River, MIAA Road, and Diosdado Macapagal Boulevard.

The project is said to be 79-percent finished, with the Parañaque River alignment already fully completed.

“We are in the process of doing safety checks. With the help of DOTC, we are confident that the public would soon be able to access a key phase of the NAIA Expressway Project within the first 100 days of President Rodrigo R. Duterte,” Villar said.

Counting from his first official day as President on July 1, this would mean that the project is set to be opened to public by October 8.

“Passenger traffic at NAIA has an average annual growth rate of 9.5 percent. The cost of congestion per day in Metro Manila is P2.4 billion," Villar said.

"We are keen in ensuring that the chronic traffic congestion at the vicinity of the airport is solved almost immediately,” he added.

Once complete, that NAIAX will link NAIA Terminals 1, 2, 3, and 4, and would interface with the South Luzon Expressway through Sales Interchange, the Manila-Cavite Expressway, and Macapagal Boulevard.

DPWH data shows that a total of 16 off and on ramps are currently being constructed along Villamor Airbase, Resorts World, NAIA Terminal 3, MIAA Road, Imelda Avenue, CAVITEX, Seaside Drive, and Diosdado Macapagal Boulevard.

The project was awarded to publicly-listed San Miguel Corp. (SMC) through its subsidiary and concession firm Vertex Tollways Development Inc., with civil works contractor DM Consunji Inc.

The agreement covers a 30-year concession period, with toll fees seen at P35 to P45 for the first two years, with adjustments to be allowed every two years hence. —Jon Viktor Cabuenas/NB, GMA News
